​​​​4.4.3 Types of Agreements for Scouting at Schools or Parishes

A written agreement is required between the scouting organization and the parish or school each year the location wants to have scouting.  Different types of agreements are required depending on the scouting organization. 


Boy Scouts (BSA)

Boy Scout units are chartered by organizations that partner with BSA. A parish or school has two options to host a Boy Scout unit: (a) as a Charter Organization, or (b) through an outside user agreement.

(a) Charter Organization.  A scout unit chartered by an Archdiocesan parish or school is a ministry of the parish or school and the person in charge (e.g. Pastor or Principal) is responsible for providing oversight of the unit and its finances.  The location's EIN is used for the bank account and all finances are overseen by the parish or school.  Information on the required annual agreement and the procedures are contained in Section 4.4.4.

(b) Outside User Agreement.  If a different organization charters the BSA unit but it wants to hold its meetings at a parish or school, then the location must use a BSA Outside User Agreement ​that must be signed by the location and submitted to and signed by the Archdiocese Real Estate Department.  Information on the required annual agreement and the procedures are contained in  Section 4.4.5.


Girl Scouts

Girl Scout troops at a parish or school site must sign an Outside User Agreement ​which is also signed by the person in charge at the location and the Archdiocese Real Estate Department.  Information on the required annual agreement and the procedures are contained in Section 4.4.5​.

American Heritage Girls

American Heritage Girls troops are chartered by organizations that partner with AHG. A parish or school has two options to host an AHG troop: (a) as a Charter Organization, or (b) through an outside user agreement.

(a)  Chartering Organization.  An AHG troop cchartered by an Archdiocesan parish or school is a ministry of the parish or school and the person in charge (e.g. pastor or principal) is responsible for providing oversight of the troop and its finances.  The location's EIN is used for the bank account and all finances are overseen by the parish or school.   Information on the required annual agreement and the procedures are contained in Section 4.4.4.​

(b)  Outside User.  If a different faith-based organization charters the AHG troop and wants to hold its meetings at an ADLA parish or school, the AHG troop must sign an Outside User Agreement, which is signed by the person in charge at the location and also signed by the archdiocese Real Estate Department.  Information on the required annual agreement and the procedures are contained in Section 4.4.5.
