13.4.2 - Withholding of Records13.4.2 - Withholding of Records<p> <span style="font-weight:bold;">Withholding of Records</span>​​<br><br>​Under California law, a private school cannot refuse to provide student records to a requesting elementary school or high school because of any outstanding charges, including tuition or fees that the student or parents/guardians owe.<br><br>​However, in accordance with school policy, the school may withhold from parents/guardians the grades, diploma, or transcripts of a student pending the payment of certain amounts for damaged property, the return of loaned property, or unpaid tuition or fees.</p>
