Under California law, a private
school cannot refuse to provide student records to a requesting elementary school or high
school because of any outstanding charges, including tuition or fees that the
student or parents/guardians owe. However, in accordance with school
policy, the school may withhold from parents/guardians the grades, diploma, or
transcripts of a student pending the payment of certain amounts for damaged
property, the return of loaned property, or unpaid tuition or fees.
